We are currently looking for a Learning and Development Specialist to join us in a pivotal role to support, design and deliver a range of technical and managerial excellence training.
The Regulator of Social Housing (RSH) regulates for a viable, efficient and well-governed social housing sector able to deliver quality homes and services for current and future tenants. We do this by setting standards, carrying out robust regulation and taking appropriate action where needed. This is an exciting opportunity to help us shape our training delivery and ensure our staff are equipped with the right skills to take the Regulator forward.
About the Role
As an experienced training specialist, you will support, design and deliver both existing and new training interventions in person, digitally and virtually. Working with subject matter experts, you will craft training tailored to our operational audiences. For specific technical areas, you will continue developing your knowledge through joint delivery and further learning.
You will also support the development of our managerial excellence programme, enhancing management capability across the organisation. This includes designing and delivering engaging interventions that demonstrate clear learning impact.
A key part of the role involves building strong relationships with internal experts and stakeholders, facilitating knowledge sharing, and advising teams on best practice. You will be brought up to speed on a range of modules that you will deliver across the Regulator, ultimately contributing to a comprehensive library of learning resources that support both new starters and existing staff.
Main Responsibilities
- Designing, developing, delivering and evaluating a range of training programmes.
- Working with economic and governance teams, providing training consultancy where required.
- Managing stakeholder expectations in a regulatory environment.
- Facilitating both training and discussion groups confidently.
- Creating hybrid‑friendly learning suitable for staff at all seniority levels.
- Designing digital learning content using modern eLearning tools.
- Suggesting new and modern ways of working to enhance best practice.
- Balancing training delivery and learning consultancy to ensure accurate diagnosis and solution design.
- Travelling between our office locations, with occasional overnight stays.

Some roles may require onsite visits to social housing providers.
Note: Our Manchester and Bristol offices will relocate within city centres during 2025/26.
